Dr. Shamshad Akhtar

Dr.
Shamshad Akhtar is the Governor of the State
Bank of Pakistan and the first woman to be named
to the post. She brings with her an extensive experience
in policy-making, regulatory and legal issues of
the banking sector. She has been involved in the
restructuring process of banks in East Asian economies
and has interfaced regularly with the Bank of International
Settlement on Basel Standards. |

| Prior to heading
the country’s central bank, Dr. Shamshad Akhtar
assumed the position of Director General of the
Asian Development Bank’s (ADB’s) Southeast
Asia Department (SERD) in January 2004. As Director
General, she supervised the operations of SERD’s
five divisions. ADB’s resident mission in
Indonesia and country office in the Philippines
also came under her responsibility. At the ADB,
Dr. Akhtar has held the offices of Deputy Director
General of SERD and Director, Governance, Finance
and Trade Division of East and Central Asia Department.
Dr. Akhtar started in ADB as an economist assigned
to Bangladesh and India. |

| Before joining
ADB, she worked for 10 years as an economist in
the World Bank’s Resident Mission in Pakistan.
She also worked briefly for the Planning Offices
both at the Federal and the Government of Sindh
in Pakistan. |

| Ms. Akhtar is
a post-doctoral fellowship Fulbright scholar and
was a visiting fellow at the Department of Economics,
Harvard University in 1987. She earned her Ph. D.
in Development Economics in the United Kingdom in
1980 and her M. A. in Development Economics from
the University of Sussex in 1977. She also has an
M. Sc. in Economics from the Quaid-e Azam University
in Pakistan. |
